​Michael is a Manager at SH Consulting LLC.  His background includes over 20 years of experience in the financial services, healthcare, and technology industries and including consulting on health care revenue cycle improvement, information systems technology, Medicaid and Medicare billing and claims processing systems, information systems auditing, information security, financial management reporting, and budgeting.  Additionally, Michael also has experience in bank operations, human resources, treasury management, and financial industry regulatory compliance.  Former experience includes 3​ years with Ernst & Young, 2 years with Cap Gemini Ernst & Young, and 8 years with Pacific Rim Bank.


Information Systems

  • IT Strategic Planning
    • Developed the IT Strategic Plan for a startup community bank to support the bank’s overall business plan.
    • Identified new banking products and services to be incorporated into the IT Strategic Plan and led the evaluation, selection, and implementation process for those products and services.
  • Designed and implemented company Information Technology Infrastructure
    • Designed and implemented the network, telephone, email, and web infrastructure for the SH Consulting office.
    • Managed the design, development, and implementation of the network, telephone, email, and PC workstation infrastructure for a startup bank.
    • Assisted in the configuration and implementation of the core processing and ancillary systems for a startup bank.
    • Managed the development and implementation the Internet Banking and Remote Deposit Capture systems for a startup community bank.
  • Assisted with the implementation of a joint-state Medicaid claims processing system.
    • Team leader for post implementation support, which included problem resolution, research of issues and identification and testing of system modifications.   
    • Developed system documentation for a claims processing system, which included documentation of rules and system functionality for inpatient acute, long term care, outpatient, professional, dental and other fee-for-service claims. 
    • Assisted with business rules development, which included researching various sources such as the provider manual, the State of Hawaii administrative rules and notes from discussion sessions and then developing a comprehensive business rules document.
    • Assisted with user acceptance testing, which included the development of the test plan, creating test script templates, test conditions, test scripts, test script matrices, and a testing defect database in Microsoft Access.
    • Trained individual testers in the test script writing process.
  • Assisted with the development and implementation of a custom enrollment tracking application for a state department special program. 
    • Assisted with system analysis, design and application development.  The system solution included interfaces between Microsoft Office products and integration with a packaged accounts receivable system to generate confirmation letters, denial letters and monthly statements.
    • Assisted with post-implementation support, which included the development of additional features and minor modifications as a result of program changes.
    • Trained staff on use of the application.

IT Security Assessments

  • Information Security Risk Assessments – Developed and performed the Information Security Risk Assessment for a bank that covered all of the bank’s systems. Identified and documented risk areas and mitigating factors from both an operational perspective and a customer information security perspective to address the financial privacy and safeguard requirements of the Gramm-Leach-Bliley Act.
  • Security Evaluations – Performed logical access control testing of user, group and system profiles within the inherent and/or external security package. Identified weaknesses in system parameters and recommended optimal settings that promote a well-secured processing environment.
  • General Information Systems Controls Reviews – Evaluated the internal control structure for IT functional areas, including the organization of IT activities, application development/maintenance, system software support, data center operations, administration of logical security and business recovery planning.
  • Application Reviews – Documented major processes, databases and data flows for business applications. Identified operational inefficiencies, security exposures and proposed feasible recommendations.

Network and System Administration

  • Performed Windows Server 2003 system administration for a startup community bank’s local area network that consisted of eight servers and 25 workstations. Managed the development of the initial security architecture of the network. Oversaw the conversion to Windows Server 2008 and the move from physical to virtual servers.
  • Performed Novell IntraNetware 4.11/5.0 system administration for a public accounting firm’s Local Area Network and participated in various projects such as NDS clean up, server installation and IntraNetware 5.0 upgrade. Maintained the network infrastructure including coordinating the installation of a T1 line, assisting with router maintenance, replacing the switch and hubs and re-wiring the network patch panel. Also installed category 5 cabling and a Windows NT 4.0 server for a LAN at a client location.
  • Performed Nortel BCM system administration and Call Pilot voice mail system administration. Included the initial vendor evaluation and selection process.
  • Performed Lucent Definity system administration and Lyrix voice mail system administration. This included setting up phone stations and users, participating in software upgrades, troubleshooting phone network problems and training new hires.
  • Performed Solaris system administration for a National Science Foundation research project based at the University of Hawaii. This included the administration and maintenance of the project’s web server, email server, ftp server, and the setup and administration of a group discussion server.

Database Programming

  • Programmed a market analysis database in Microsoft Access for the Hawai‘i division of a large, international fast-food chain. 
  • Assisted the Advanced Technology Research division of the Hawai‘i State Department of Education in programming an online registration system for a special conference. 
  • Programmed various spreadsheet applications using VBA and Microsoft Excel
